| 本文秉承为北京地区林业执法服务的原则，从研究理论的科学性与实际应用的可操作性相统一的角度出发，设计并研发手工计算系统（即《北京地区森林资源损失评估手册》），直接应用于不同森林类型林木损失额的计算，使得本项研究在具有科学性和合理性的同时，更具实际应用性和可操作性。本文还对《手册》涉及的主要内容及功能、《手册》的使用说明及流程、系统更新等进行了简要介绍。通过本项研究建立的一套较为科学合理的不同森林类型林木损失额的评价体系和计量标准，可直接用以解决林木损失计量的理论、方法、应用和操作问题，为林木损失赔偿额的准确估算提供了科学依据和衡量尺度，从而满足了北京地区林业管理及林业执法实践的需要。 |

| This paper leads the principles of forestry law enforcement services in Beijing, according to the perspective, which the theory of scientific research and practical operational applications should be integrated. we are trying to design and develop the handcraft computing systems, and make the study outcomes applicable—《Beijing Forest Resources Loss Assessment Manual》. Then we apply it into different types loss of trees’ calculation, making research scientific rationality, more practical and workable. This paper introduces the Manual’s main contents, function, use, process and updating system i.e.. Through the study of the establishment of a more scientific and rational different types of forest tree loss system evaluation and measurement standards, we can solve the losses to the forest measurement theory, methods, applications and operational problems directly, provide accurate estimates of the scientific basis and measurements for damages trees. So as to meet the Beijing Forestry in forestry management and the need for law enforcement practice. |
