北京地区林木损失额的价值计量研究——有关恢复难度系数确定方法的探讨

摘要:
森林植被的恢复问题在某种程度上可以视为是在人为干扰状态下的森林演替问题。本文结合森林生态系统的地理环境、森林植被以及人为活动三大组成要素,确定了森林植被恢复的影响因素,并进一步提出了受损森林恢复难度系数的确定流程。指出在进行不同森林类型的植被恢复时,将恢复类型分为功能性恢复和形态性恢复两种,在二者的概念进行辨析的基础上,明确了用材林、经济林、各种防护林的损失只要求达到功能性恢复,而风景林、公园及景区树木、植物园树木损失则要求达到形态性恢复,并得出的结论。文中根据损失程度、树种相结构、气候条件等七个影响因素制定了功能性恢复的恢复难度评分等级与评分标准;根据损失程度、树种结构、林龄、气候条件等八个影响因素制定了形态性恢复的恢复难度评分等级与评分标准。林业执法人员便可根据此评分等级与评分标准,得到最终的恢复难度等级和相应的恢复难度系数值。恢复难度系数确定方法的提出,为林业执法人员确定受损林木的恢复难度提供了判定准则,并进一步为较为准确、合理地计量林木损失额提供了科学依据。

A Study on the Quantitative Estimation of Forest Tree Loss in Beijing——The Discussion on the Assuring Method of the Difficulty Coefficient of Recovery

Abstract:
The problem of forest vegetation rehabilitation can be seemed as the problem of forest succession with artificial interference at some degree. On the basis of analysis of forest succession with artificial interference, combining three elements: geography environment of forest ecosystem, forest vegetation and human activities, this paper establishes influence factors of forest vegetation rehabilitation, and induces the assuring process of difficulty coefficient of injured forest vegetation further more. According to the degrees of injured forest vegetation, the forest recoveries are divided into two types, i.e., functional recovery and configuration recovery. On the basis of the tow conceptions' analysis, the loss of timber, economic forest, shelterbelts only need to attain functional recovery, while the loss of scenic forests, parks and scenic trees, garden trees need to reach configuration recovery. According to the loss level, tree structure, climate conditions, i.e. seven influence factors, made difficulty recovery score grade and score criterions of functional recovery; According to the loss level, tree structure, climate conditions, tree age i.e. eight influence factors, made difficulty recovery score grade and score criterions of configuration recovery. On all of this, adding up the score of some grade can get comprehensive evaluation score of recovery difficulty; According to the scope of score then can get the last recovery difficulty of grade and corresponded coefficient value of recovery difficulty. The difficulty coefficient of recovery’s establishment provide scientific basis for accurate and reasonable estimation of forest loss.
